About the Opportunity
The General Manager, Quality And Practice assists with leading and delivering high-quality recovery-focused, trauma-informed approaches to community based clinical and non-clinical mental health supports. This work is guided by evidence-based quality and practice frameworks, guides, policies, and processes.
The position acts as an expert resource and provides expert advice to the Senior Leadership Team, Regional Managers, Managers and staff on quality and continuous quality improvement activities. This involves regularly visiting sites and working with service delivery teams in a coaching and mentoring capacity.
The role is responsible for supporting quality and safe practices in service delivery teams in partnership with General Manager, Services, monitoring and measuring the positive impact of Flourish Australia’s support services including through leading evaluation and research functions. It plays a key role in demonstrating the value of services to people accessing support, their families and carers, funders, donors and the community.
Working under the direction of the Chief Operating Officer, the position will:
- Lead and develop evidence-based practice and service delivery frameworks, guides, policies, processes and resources, consistent with Flourish Australia’s commitment to mental health recovery, trauma informed practice and human rights.
- Work with managers to enhance quality and practice capabilities in service delivery teams.
- Develop, monitor and review continuous quality improvement plans focuses on delivering safe, outcomes focused supports.
- Focus on the measurement and outcomes and impact of services, supporting teams to utilise outcome measures and data in decision making, as well as undertaking impact assessments and evaluation and research activities and reporting

About You
To be successful in this role, you will have acquired a high level of skill, expertise, and personal attributes required to effectively perform the inherent requirements of this position description and to achieve the performance agreement agreed with the Chief Operating Officer. As the General Manager, Quality and Practice, you will:
- Have strong interpersonal skills, ability to communicate and manage relationships at all levels of the organisation, including with staff at remote locations.
- Think laterally and contribute to a significant degree at high-level meetings
- Possess strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.

Selection Criteria
Essential:
- Relevant tertiary qualification in a health or human services discipline.
- Minimum 10-years experience in service delivery in clinical or non-clinical health or human services, and the implementation of quality systems in these settings, including clinical and practice frameworks.
- Extensive experience in implementing practice and governance frameworks and national quality standards accreditation requirements, such as the NDIS Practice Standards, ISO 9001 Quality Management Systems, and the National Standards for Mental Health Services.
- Extensive experience in leading change, across diverse teams and services to improve the quality and consistency of their practices.
- Sound knowledge of monitoring and evaluation practices including the measurement of the impact of services, and the use of data to improve service delivery and service experience.
- Experience in writing reports, policies, procedures, frameworks and guidelines in a health or human services setting.
Desirable:
- A carer role or having a lived experience of a personal mental health issue.
- A current Driver’s license.
- Registration with the Australian Health Practitioner Regulation Agency (AHPRA) and hold current licence to practice with no restrictions
